The vision document is great at leading with the platitudes of leadership excellence past as well as planned. However, it says nothing about service to publics. I am greatly concerned that the refuge system has little accountability. The delivery of conservation benefits appears to be solely at the discresion of each specific refuge manager. For example,even thought refuges were established by hunters’ support some refuges are not allowing access for deer hunting while others do. Quivera refuge in KS goes so far as to forbid recovery of deer that were shot outside the refuge but traveled onto the refuge before expiring. This is very hunter unfriendly and goes against the stated refuge purpose of refuges as meeting public needs.It also causes waste of game meat by forbidding recovery and waste of game meat is illegal in all states. Where is the accountabililty of the refuge managers’ and the refuge system? The management of the refuge system is in need of an overhaul to require accountablity and establish some consistency as well as conection to the hunting public.

Dwight, that is a great topic for discussion at our conference next week. We often focus so much on benefitting wildlife that we forget to mention why it is important for wildlife to flourish, for the continuing benefit of the American people.
