Brainstormed Ideas for Staffing Refuges with LEOs:
- Utilize FT, DF, and seasonal LEOs and incident-type staffing
- Deploy resources more strategically
- Review carreer ladder development for ROs
- MOAs with other law enforcement agencies, perhaps even partially fund -

- Maintain dual-function officers on the landscape
- MOUs and MOAs with other agencies/cross-delegation training
- Prioritize LE positions as critical so we do not lose positions

Reforms that have not been accomplished:
- stovepipe law enforcement (Zone System?)
- reduce dependency on dual-function and seasonal officers
- have enough officers to meet objectives to protect people and resources
- establish a career ladder for ROs
- establish a professional job series -
